Dint know that 
I just checked time in Malta and saw we had 2 hrs difference again after the change and wondered
I checked on it, cause so far i had the impression that all countries use savings time and its
something like a law short of thing, and found out that a country can decide not to change time.
I found also the article with Samoa that changed Time Zone in order to boost their economy and lost a whole day cause of it
