Oh absolutely. It's just that - this doesn't literally control what a person says - that's the problem. That's the whole thing with customer service - in the end you're just speaking with a person and they may well be an idiot who can't follow instructions.
I've worked for Australia's largest Telco, as well as places with financial licenses - and everywhere - it's the same thing; dumb people saying dumb stuff.
All I am saying is, I wouldn't read much into it.
