It's happened before, and they never send mails about these issues. Usually you get part of the payout deposited to your account depending on players left, prize pool and chips at the time the tournaments got stuck.
Seems to be some "periods" when they are having server/software problems.

Not something new with Party Poker network. They have troubles from time to time and someone wonders when they are going to stop. But as you can see from some threads in here even Sites like PS having problems. Its all part of the Internet and software. Not hard to have a break down.
