What sort of site are you planning on writing in phpfox??
Most generic type website you may want, these days you can just purchase a wordpress theme, they'll cover most of your requriements and basically no code necessary.

Yeah jess is right, the defacto web platform/cms is pretty much wordpress.
I might be willing to take on your project, depending on your budget and what you want done.

I'm well versed in PHP and css, so I think I could put together something great depending on what you are looking for.
