In a shootout tournament, where the top 3 of each table advance to the next round, will each next round start from scratch?

I.e. everyone starts the next round as equals, with the stacks reset to 3000, and the blind levels start at 1 again?

A 4 round tournament is just the same as 4 SNGs in a row, except that the tables might not be filled up, because the total number of players might not devide nicely over the number of rounds/tables; is that right?

Any tips for playing this format would be welcome...

It really depends on the tournament structure.
I have seen it played two ways.
The way you mentioned and I have also seen it where you keep your stack and get another 3K added to whatever you have.
I prefer the ones where you keep you chips from the last round and get more chips added to your stack, this way if you have really done well you can keep your hard earned edge going into the next rounds. others wise from a money point of view it is better to just play normal SnG's you would win more money over all.
