I have the feeling that I should not play them, because it seems like there is no traffic at Steps 3,4 and 5??!!

You can also use your steps to buy into tournaments so its not really such a bad deal imo

If you dont like to play mtt's there's really point in playing steps mate , you could play cash sng's better than steps sng's then

You can also play SNGs with the steps, you can use a step 3 ticket to play a $26 SNG for example.
