Hi.

Why did I only receive $3? It says $100 no deposit, how come I only received a fraction of it?

It is in the tems of the bonus:

Your first $3 will be credited within 48 hours after you register your account. The remaining $97 will be credited in $10 increments after earning 200 VIP-points!

So you have to grind through it.
