NETELLER provides limited service to Canada, Hong Kong, Israel, Macao, Singapore and Turkey. If you live in one of these countries, you may hold a NETELLER Account, but will not be able to transact with any gambling - related merchant. It looks like you will have to work directly by bank transfer or visa card.

Yes but can they use for other purposes like transfering money from one neteller account to theirs, can they use the +Net card to take money from the ATM?
