I think both hands are good to shove a short stack with. But the thing is IF you get called, AK is definetly better cause it dominates more hands and is dominated by only the 2 best hands in hold'em. Also with AK sometimes you end up in a 3-way all in pot against 1010 and JJ or something like that, wich is a pretty great spot!
Of course 77 is often 54% ahead of hands like KQ, but when you get called it's almost always gonna be a sweat...

with 100 bb you are not in a terrible position to wait- so it depends on the payout structure (dons or not, satellite or regular top 3 paid etc.) whether you should shove at all- and of course on your opponents- how many players left, are they aggressive, are there regular "sweatshop workers" around - i would go for ak nonetheless

I assume you meant 10bb, not 100bb, since there's no reason to shove fold that deep lol.
Anyways, with <10bb, you ARE in a bad position, and DO need to be hyper aggressive to build or at least maintain your stack. Of course, ICM situations do arise where you SHOULD be folding the majority of your range, but those situations are pretty rare, and only really occur when you're 4 handed.
Passively folding, hoping to get the minimum, is pretty much the worst thing you can do. Well, short of open-limping or min-raising and then folding to a shove, which you see SO much of at the micros.
Some people just have absolutely no concept of blind levels, and it just blows my mind to see 3 people open limp only to fold lol.
