You will need to go to the "Mob Points and Affiliate" section, under MOB ACCOUNT. Below the note in yellow you can see the "Affiliate" tab, or button if you like. Click there to open the window and then you can sign up.

Follow Mober's instructions and you should be okay but first make sure to have an fully verified account in order to be an affiliate.
Also you should know that you reffer countrymans(RO) you get less points compared to players from other countries so make sure to read the paytable too
