What did you buy for the $9.99 ? Did you thought about the amount of traffic a gaming site has ? You need to find yourself a hosting provider who supports it.
Don't know about the legislation in England exactly, but think there is a reason why most poker sites are licensed in Malta or elswhere. You'll have to start Your business somewhere out of the EU it seems.
You think You can keep a site running for $50 ??? No way !!! What about support ??? Think You can hire a customer support staff for $50 ?
And what have YOu bought? A homepage template ? A complete poker platform?? Does it have a cashier that is secure?

If, IF you do have a site for $9.99, i guess its not gonna be that good, have you wrote all your TaCs, law suits can be quite expensive, also i think the uk has some daft £5/£10 max betting in 1 day(might just be for clubs), you will need a licence from gambling commission, hang on why am i telling you this, you should know as you are setting up your own site, why ask us, lets jus say your application fee will be a little more than the $50 you want to spend per month
