It's been there since the beginning, as I recall. But we don't use it so much as it's quite expensive to send out a Mob Mail to all our members even if we "just" pay 20 points to each user
Unfortunately the e-mail (Mob Mail notification) doesn't mention whether or not you can collect points for logging in and reading the mail, but we will add this in the future. Though we hope that you will always login and read our MobMails, since we don't send you stuff that we don't believe is of interest for our members
Poenkie, as Dellbo99 says - the text will turn into a button after the countdown. If it doesn't, then maybe your browser doesn't support it or something, try a different browser Its tested with Firefox 3 (and 2 as I remember), IE7 and Safari.

I think if there is a star beside the message than you can get some points. I just got 20, 10 than 5 points in 3 mails. Last time I got one was in February I think.
