Sure you must deposit to cash out,but this kind of ND i never see before and i play over 10years online. You should read the rules before playing or registering to any casino sites. Some are very shady and you dont stand a chance cashing out. Some other are luring you to deposit to get the bonus, and then they stick play through requirements, to your deposit. So after that you cant cash out if you dont meet the requirements, even the money you have just deposited
