You don't have any fees, and you need a scan of your ID for verification. If you order a mastercard for skrill then the fee is 10 euros per year, but without a card you can transfer money to various sites or withdraw them to your bank account then the account is completely free as long as you log in once every six months. They charge 5 euros for a transfer to a bank account.And to open an account, you normally go to the skrill website and create an account. Your email will be the account number for transfers.
