I don't think it is the state that was going to take a lot of his winnings in case he wanted to receive the whole prize . If I read correctly it was the casino that didn't want to pay 1M $$$ , but it wanted to pay in 20 years time . So he took the half prize directly without delays . But yeah , states do take a lot of the prize in such cases , it is true . I think in US it's 40% , but I am not 100% sure . In Greece it is 20-30% of the prize that the government demands to take from the player .
