Agree with doomdy with one thing and most important i think... Full Ring or Shorthanded?? You will play it completely different in this two types of tables. Also what is important is your stack i think...

Against a raise and a reraise one can usually not call for set value. So it is either time to fold or to come over the top. Naturly the higher the pp the better.

for me is always difficult play small pairs, i usually fold 22 to 55 (i only play with cheap call); the others depends on too many factors as doomdy say but generally don't push too much before flop and then decide what to do

Depends on your name, if your durrrr then you will re-raise-cbet-then ott, if you eastgate you will call make set call bet then fold to durrrs bluff. There is no one way to play any hand as there are so many varients that you must consider.
In 6max cash games, from 22 - 55 try to get cheap flop, from 66-99 raise (in position off course) if your table is very tight, raise (22-99 in position) and 66-99 in early, if the table is loose and many players limp, try to limp in as well cause you'll be happy to see some action on the flop when you hit your set.
since I don't play sng's or full ring cash games I can't give advise on these so more info will be needed to get better advice from the forummembers.

Try to get the set in the flop, no set... only check or fold... Weak hand if don't flop the set even in a six man table. But if you hit the set, progresive bets will make a big pot to you in most of the cases. Because if someone calls to you or reraise it can have only the top pair or trying a straight or flash. There many people that see the river just for that and it not come every time...
How do you know your oppo had 99 ? Any way a little raise doesn't work: as for me you have to bluff risking a big amount ( not more than half stack ) or fold.
