I don't think so. Since he is the small blind all he can expect is to pick up is 160 and he has only a 12th of his stack in. He is not under immediate pressure to pick up blinds 5 handed although your right that he will make this move with weaker hands than usual. k 9 for example. but he is not likely to risk his tourney with two cards under ten or cards where he could get into trouble such as Q3. he has no option but to go all in with most good cards as he hasn't got enough to raise and continue bet and can't risk nasty looking flops either. you should not call unless you have fairly good cards. K10 or A9 would do.
btw what did you/he have. I noticed you said nh so must be good.

K7, come on. You can't call that. Even if the opponent is pushing a wide range you can't be far ahead. Fold and wait for better spots to get his chips.
