Not necessarily. Using both ur cards could be one as part of 4 of a kind and the other as the kicker. Like if u had AK and flop came AAA, then u are using both ur cards in a 5 card hand, AAAAK. Then say some1 goes allin with QQ and the turn and river are Q's then theres ur bad beat jackpot and u've used both cards. It would be sick I know but thats Y its a bad beat Jackpot .
