Hello. It was registered in a casinoCasino.com through your site. Has received a bonus at a rate of 10$. Has won 60$. When has tried to draw out money through Webmoney, has received the answer: "you can draw out money only in that way which brought." Has brought through Webmoney 17$. Has received as much in the form of a bonus. And now on the same purse I can not receive even the 17$! The inquiry about removal constantly deviates. Write "Declined". All my letters are simply ignored. Give advice how me to arrive?

Your post is not totally clear to me so I`m guessing that you tried to make a deposit so you could withdraw winnings from free $10.
First of all, if you havent played since you made that deposit DONT place a single bet on anything or casino will not remove 1st deposit bonus from your account.
Once you made $17 deposit you received 100% 1st deposit match bonus automatically. I am almost 100% sure that there is somewhere in terms and conditions a clause forbidding you to withdraw money if there is a bonus in your account on which you havent completed the playthrough. Either it is that 1st deposit 100% match bonus or you didnt complete playthrough (wagering requirements) on free $10.
What you could do is read terms for no deposit promo and general terms and conditions, next time do it before you make a deposit to any online casino. If you find somewhere in terms that once you complete playthrough for no deposit offer the 1st 100% deposit match is mandatory, meaning that you must take this bonus, then all you can do is try to make playthrough on 100% match in which case I wish you lots of luck. If 1st deposit match bonus is not mandatory then try following, check with support have you completed playthrough on $10 no deposit offer. If you have then ask them to remove 1st deposit 100% bonus from your account and try to withdraw once $17 bonus is removed.
You will most likely have to send them ID, utility bill or something else. typical of online casinos, deposit in a second and withdraw in a month after email a day. stay away from casino if you don't wanna lose your money. regarding your query i think you might not have completed the playthrough requirements but keep sending them email till they reply
