1. I received a Bankrollmob no deposit bonus at Partypoker, however my PP account was deleted. Is it allowed to create a new PP account and request the bonus again?
2. I created a Celebpoker account hoping to receive a no deposit bonus from a different site. For some reason it didn't work. I therefor asked the Celebpoker support to delete my account, which they did. (I never had any money on that account) Is it allowed to create a new account and request a Bankrollmob bonus?

In first situation i am sure 100% u won't get the no deposit offer again... And in the second one you need to write to support of that Poker Room about making your account with affiliate site.

As Davoodoo suggested, more info is needed regarding Party, that's a bit suss sounding.
Regarding Celeb, I suppose you could try requesting it. They won't ban you if you're other account is really deleted (although,in my exp accounts are never deleted, just perm-suspended) - but I wouldn't hold your breath on bonus, my guess is it won't go through.. but you can try.
1) No you cant.. Once you have had an account, even if its been deleted it means you cannot open another account
2) No. Once again, because you have had an account previously it prevents you from having another one.
With all due respect, but it appears that you are creating multiple accounts to try get more than one bonus on the same sites.. Thats the most stupid thing you can do, and if you get caught you end up losing out far more in the long run.

It's one bonus PER PERSON (and account) - so no, you can't get another bonus. And I'm quite sure they won't let you create another account again, after having your current accounts "deleted".
