Hello. I've sent an email to the support but have not received a proper answer so ill try here:
"Do you already have a Party Poker account? As of February 2010 we can now offer this free Party Pokerbonus to users who already have an account with Party Poker, if the following two conditions are met:
* You don't have and never had a "real money" account with Party Poker, ie. you have never played for real money with your account. * Your current "play money" account is older than 90 days and has been inactive for at least 90 days, ie. you have not played from it for more than 90 days.
If both conditions are met, simply click the "Request"-button below and enter your current Party Poker accountname (do not create a new account). "
This is on the page with no deposit party poker bankroll offer. I'd like to ask if I can request the bankroll if I signed up to PartyPoker a week ago and have NOT played any cash game there/have not got any cash\bankroll\bonus there. I have not typed the bonus code on signing up so can I get the bonus or do I have to wait 90 days now?

Greetings 3aglee, and welcome to the forum. There's lots to learn and plenty of No Deposit Bankrolls to apply for if you have to wait to get this one.
I think you will have to wait the 90 days because your account is not older than 90 days. I know that is annoying but please understand the bonus money is an incentive to get new players so they are hesitant to offer to those who already know about it.
Try another roll out in the meantime and let us know what you decide to go with.

Thanks for answer. Unfortunately I have only 3 possible bankrolls to get because of country restrictions and PartyPoker is the only one of them with more than 10$ starting bonus...

Oh, that's unfortunate. No Deposit bonuses are often finicky. You should consider a gift offer, they are quite lucrative, you just have to be willing to deposit $20 or so to get started. I just completed the Mansion poker one. It's something worth thinking about.
