the site is setup to monitor Communism/Socialism by the look of it. Asking people to identify people by photo, presumably from rallies etc. The site looks pretty crumby, so quite possibly just someone trolling for lulz.
But if whoever is behind it is for real, then it is pretty fucked up and I do hope the police catch up with them
