you can always withdraw winnings, but the minimum is €20 and you can only cash out once a month (for extra withdrawels you pay €10 a time)

koen74 is correct. You can always withdraw whatever you win, above the €10. But to withdraw the €10 you need 100 VIP points, as I remember.
And yes, 1 free cashout every month.
