I believe that moneybookers has fewer commissions NETELLER. The bad thing that there are some rooms that do not allow you to enter with NETeller and moneybookers only allowed to, although most of them if allowed

My experience is that it is better to use Neteller, because I believe that it is safer and has more advantages than moneybookers. NETeller you can receive a card before you can withdraw from any ATM
