It would be if it was for a bonus. As far as I can see it a restiction on cashout alone....So say i put in $100 i got to gamble $1200 before I can get to my own money.(taking no bonus)

It gets better... Bonus money cannot be withdrawn and once credited it must be put into play. Any winnings made from bonus monies are subject to wagering and withdrawal rules.(12X thats ok). Now theyy give you 25$ on first deposit(i guess that cannot be withdrawn and money you win with it needs a 12X) nice stich up. Created 2009., all gets a little confusing. Surly not intendid LOL.
