I think maybe he means, no one plays on their site past going bust from the bonus. Because the sites only continue the bonus programs if they generate some revenue from people depositing as well as taking free $$
I may be wrong, but I assume people aren't liking the site enough to deposit there if they go busto

They play the bonus and then leave. Hit & Run. VERY BAD for business and VERY BAD for other users because it means the pokersites doesn't make money and if they don't make money, they don't give away free money.
