It is a no deposit bonus. Even though they ask you to make a deposit you don´t have to make one. If you read the intructions you should know that you don´t have to make a deposit.

We heard from they that they had a bug or something, but they are fixing it as we speak and trying to make sure all existing signups will be able to get the final $25 as well.
However - please note - the requirements were also increased to 125 PartyPoints, so you need 5 points more to be sure

I think you should wait till monday at least, we will probably know something either today or on monday, don' think they're going to work on it during the weekend.
