You must withdraw at least 20 bucks. (Info is from the website)

But prepare to wait a few days, since they will process every withdrawel only after a few days (3 I guess) to give you time to change your mind.

so theres no restrictions on the free 25 i dont have to get certain points or raked hands before i can withdrawl
