well. I am new in moneybookers, I know here is not the best location to post this question, but can I send $ to moneybookers, even if I didn't add'ed a card there yet?

You do not need to register a credit card. You could transfer money from your bank account to moneybookers. But you should register that acount first.

If you are talking about withdrawing money from some poker site it is allowed. If you are funding account to put money on some poker room, bank account will do. Check out their FAQ it will clear all doubts you may have and be up to date.

I use Neteller, and i play mostly at bet365. They are one of the fastest sites to make withdrawals from. 1-2hours, and when you have the neteller card, you have cash in 1-2hours. Moneybookers is only good if you just need money into gamblingsites and loose them. Neteller is fastest both ways. And the only fee you pay, is when you use your card in ATMs. Free to use in stores and webshops.

On Moneybookers merchants pay fees also. Only fees that Moneybookers take from users is when someone is cashing out to bank account or credit card or if you make transfer to other Moneybookers account, otherwise its 0%. I cannot use Neteller so I am not comparing just saying what it is.
Neteller is fastest both ways. And the only fee you pay, is when you use your card in ATMs. Free to use in stores and webshops.
