It depends what discipline you want to play, cash, mtt or spin and go? If you are really new for poker, I personally recommend to start form freerols, where you can play poker and not investing money but you can win real money prizes. Also you can play on sites with many freerolls to test your skills , improve your game , test RNG and find some ways or tricks to win more . Nowadays Bwin and PartyPoker offer freerolls 24/7 , you should try them . Also pokerstars has many freerolls and freebuy sats for tourneys .

All sites are good for beginners: poker stars, partypoker, 888poker, gg poker, unibetpoker, etc. It is important to start by watching training videos and reading articles for learning poker. Try different types of poker and choose something for yourself. Of course, I suggest starting with the lowest rates in order to learn. And poker in every poker room is the same and differs only in the number of players in a given poker room, which is not that important for beginner players who start with the lowest stakes, where there are always the most players in each poker room.

Agree, nowadays it's very important to study the game, if you want to achieve something in thepoker
I wouldn't focus on books these days. It's better to look for a series of playlists on YouTube from some coaches. I'm sure there is in almost every language. Moreover with the development of neural networks, now the language barrier is not even a problem. There are special browsers and scripts that directly online make voice translation of videos into any language.
