Yes is a bit weird what happend in that hand but this kind of hands are happening from time to time, you dont have what to do, this depends o what type of players are at the table.

Very nice hand there sir! Thats very, very weird indeed, i mean at a lower limit, yes, 80 cents it's something important but on this limit you always must call something as low, just to see your opponents cards lol
Again, pot limit omaha 8 it's a very complex game, but here is not something about the game, in general such small bets, althoug that they represent all in for an opponent must be called
Now of course it also depends on the history that you have with that player, i mean if you have hundreds of hands played against one opponent and you know he is a very tight player, it's possible to fold to a hand like that knowing that you must have a better hand

Something similar happens when you get the short stack all in and then someone bluffs and the short stack takes it, I never did get that sort of play but I seen it a lot ToX
