Flat call is good because you hide the strength of your hand and you can hit a monster on the flop in position. If I decide to 3bet there I'm never folding to a 4bet if I think the other player is agressive considering you were close to the bubble. But I would make a pretty big 3bet to give him bad calling odds if he has a small pair or suited connectors. Hopefully he only flats the 3bet with hands you beat (except small/mid pockets). If he likes to see flops he could call with a hand you dominate but its unlikely.

There seems to be a lot of good advice here and some that I disagree with. One thing to remember when it comes to advice on how to play a particular hand in poker. there are so many things to consider that it makes it very difficult to take the advice. Sound messed up? yeah I would think so as well, but consider this. Everyone has their own playing style (to a point) therefor advice from one person is absolutely correct according to their style but incorrect according to maybe your style. This is just one of the things that effect that decision process. With that being said, I myself would almost always raise in that situation, first of all since it was a min raise I would be concerned that it would become a community pot thus giving weaker hands than mine a chance of catching their cards to beat me. It also makes this person have to consider that I have a hand and that he is about to lose his chips to me ( I think if he goes over the top and goes all in at this point I would have to bow out). Chances are with the cards that you have you are in the lead pre-flop. You have position on him which means you get the information he does not. If you catch your cards I think I would go aggressive at that point and hope he folds otherwise you may be in trouble. Take care and good luck at the tables fellow Mobsters.
