Every once in a while it gets cancelled as it did for the 11am est. start time today.

There is maintance of pokerstar software in 12:00ET thats why you dont have that tournament Blink

Yes I also wanted to play at that time and saw that everything scheduled was cancelled - all the tournaments. It said, that they had to reboot their server. Unfortunately nothing was rescheduled.
