If it says that they run out of bonuses that would mean that you cannot request it at the moment and will it become available soon only marketing department knows.
If You already requested bonus but still not received it then You should wait. I don`t know exactly how this works if there is more requests than offers, always got mine among first. Check out "Bonus request status" section in Mob Account page.
