Yes you can data mine on Full Tilt with Holdem Manager - just connect it up to a load of tables ( you don't have to play )
Holdem Manager is totally legal to use on Full Tilt ( and all other sites it's compatable with )
Full Tilt know of Holdem Manager and its capabilities so I can't see that data mining in this way is against their rules - If it was then it would be on their banned programs list.
Card Runners have an exclusive deal with Full Tilt and recently offered a Holdem Manager promotion to all it's members. They recommend data mining in this way with this program.
They would not recommend breaking Full Till's rules.
While this page does vaguely address what could be construed as "datamining", the wording focuses more on shared databases.
F.T.P has always had ( and still has ) the capability of data mining and allowed it. They could very easily change their software to disable observed hand data (as Stars and Party have). Also, it would be odd to still have the capability in their software but then have the practice NOT be allowable.
Check it for yourself and make of it what you will. Alternatively email Full Tilt and ask them yourself before doing it.

Basicly you spectate a lot of tables to gain stats on opponents, which would basicly get you a read on lots of players you have never actually played, or even seen play.
