I consider it to be both, gambling and mind games. Anytime you are putting money down based on the cards that are out and the cards still to come, I don't think you can say that it isn't gamblling. However there is a huge potential to play mind games and increase your skill with time and effort due to the unknown factor of those hidden hole cards.
