Maybe its just me but I am curious as to how you have convinced your gov't to send you airfare to investigate something of this nature, not to mention meeting with the reserve bank. As jessthehuman asked earlier,( to which you have not responded that I can see), what "credentials" do you possess and what "tests" are you planning on doing?
I would also like to know as I am sure that confidentiality comes into play, why and how you would be allowed to post all on here?
Not trying to be an instigator but it just seems all very odd to me.

hi all have.havent had time to reply sorry all.so heres what is happening. met with federal department for grants yesterday.now they happy to give money,on one condition.at least one of the poker sites must agree to be audited in the way i have laid out.this must be confirmed with them. So as i had spoken with two already i had the numbers to ring.as was the case before,they denied me any access to any data or software,unless it was to just test the RNG. as this is not what i want or am asking for,and they have no obligation todo so,i have no chance,unless i take them to court. problem is which country,whos court,and then where will i get.they will not grant money for this. so basically,unless i can get them to agree there is nothing i can do,at least i got a free trip to canberra,and a cool hotel for a couple of days. i am annoyed,but thats the way it is.i can still try other sites,which i am going to try.so the game aint over yet.one might agree.i speaking to another one on monday.heres hoping.keep updating. i tried to paragraph also.thanks for the support.i know my theories in principle work.i will get there.you gotta know when to holdem and foldem,i aint folding yet.

You would need to be a little more specific so that we can understand the whole story. Cause I for sure along with others in this forum (and not only) we find this very interesting.
Besides answering the jess's and dkiv's questions would you like to share with us which sites you called and refused to, for example I believe doesnt hurt to name them.

OP's claim - sites can manipulate the outcome after RNG has done it work = site not using a RNG(atleast for some hands)/ site using a pseudo RNG really no point generating random cards if they not gonna use it. i still dont understand his theory and he doesnt seem interested in giving any explanations about his hypothesis i'll wait for some more time before i start making any conclusions because i sense a LNP repeat
and like u said if someone does the tests and proves that software is genuine. will that stop the rigged claims ? obv ppl'll say the software code was changed few days after the tests
i'm not 100% sure but i think gaming commissions check both software and RNG; and hand analysis done by people is effectively testing both software+RNG
